Welcoming them, Prof. Ahaneku said he was delighted to receive distinguished personalities for the maiden Budget Roundtable. He thanked immensely the benefactor, Dr. Emmanuel Egbogah for endowing the UBS Budget Roundtable, which he said would promote good ideas for the advancement of National Development.  He noted that young people will benefit from the discussion and as well wish to be like him in future. The VC also commended the Director UNIZIK Business School, Prof. Au Nonyelu whom he described as a Planner per Excellence for bringing prominent Nigerians to UNIZIK. Prof. Ahaneku said that the theme of the event, “Budget Processing in Nigeria: Challenges and Implications for National Development” is quite apt, because the discussion will help the University in their budget implementation and the country at large. Finally, he stated Management’s readiness to assist in taking the Business School to the next level.

Earlier, the Director of UNIZIK Business School, Prof. Au Nonyelu thanked the Vice-Chancellor for his visionary leadership which has brought the University to limelight. He expressed his appreciation to Dr. Egbogah for volunteering to perpetually endow the UBS Roundtable.  He prayed God to replenish him abundantly. Prof. Nonyelu also expressed gratitude to the Guest lecturer, Prof. Pat Utomi and other discussants for coming to share from their wealth of knowledge.

Other dignitaries present at the courtesy visit were, the Deputy Chairman Appropriations Committee, Federal House of Representative, Hon. Chris Azubuogu, Prof. Pat Utomi, Secretary to Anambra State Government, Prof. Solo Chukwulobelu, the Director, Development Academy, Dr. Okey Ikechukwu, the Director, Institute for Development Studies UNN, Prof. Osita Ogbu and Prof. Ben Osisioma of the Department of Accountancy.

Nnamdi Azikiwe University has held the first Dr. Emmanuel Egbogah Budget roundtable of the UNIZIK Business School recently at the University Auditorium.  the Roundtable will henceforth be termed Dr. Emmanuel Egbogah Roundtable”. A Professor of Political Economy and Management, Prof. Pat Okedinachi Utomi was present to deliver the lecture of the day.

Speaking during his opening remarks, the Chairman of the event, the Deputy Governor of Anambra State, Dr. Nkem Okeke who was represented by the Secretary to the Anambra State Government, Prof. Solo Chukwulobelu said he was happy to be among experts in the chosen topic.  In his remarks, he said that a budget is used by the government to execute policies, show priorities and redistribute incomes and revenues. Also, that Nigeria needs competent knowledgeable and honest people.  He expressed hope that he was going to leave with a lot of added knowledge.

In his welcome address, the Director, UNIZIK Business School (UBS), Prof. Au. Nnoyelu welcomed all who have gathered for the sole purpose of interrogating the budget process in Nigeria, which he said, is faced by myriad of challenges and problems that impact negatively on service delivery.  According to him, the UBS is committed to unravel the stated issues, and hope to provide the roadmap or intellectual capital that will reorient the entire mechanisms and processes involved in budget development and implementation.  He thanked the financier of the roundtable, a petroleum Engineer, Dr. Emmanuel Egbogah, OON who has promised to perpetually finance the event annually. He also thanked all the dignitaries and experts who have come to talk about the budget process.

In his speech, the Vice-Chancellor, Prof. Joseph E. Ahaneku said that the event is the first in the history of UNIZIK.  He welcomed all to the great event, while commending the Director, USB for conceiving and bringing to fruition the idea of the Budget Roundtable, not failing to thank the benefactor, whose love for good governance has led to graciously undertake to fund the event in perpetuity, in the hope that it would help in advancing national development.

On the issue of the topic of discourse, Prof. Ahaneku said that the issue surrounding national and state budgets, its appropriateness, challenges and national development have been in the domain of public discourse for many years.  He expressed hope that ideas and recommendations generated from the roundtable and the subsequent ones would be found useful by policy makers.

The keynote speaker, and the Deputy Chairman, Appropriations Committee, Federal House of Representatives, Abuja, Hon. Chris Azubogu stated the stages of budget processes as; the preparation of the budget itself, passing of the budget and monitoring and evaluation.  He however noted the hiccups associated with the processes as; late submission and poor performance, poor funding of national budget, deficit budget, high domestic debt profiles, absence of budget education, (i.e. knowing what the budget really is), lack of pre-budget engagement and lack of reporting by the executive accordingly.

During the lecture proper, the Guest Lecturer, Prof. Pat Utomi said it was a duty and a priviledge to be in UNIZIK, and, that the topic, “Budget Processing in Nigeria: Challenges and Implications for National Development”, was fundamental to where Nigeria is headed.  He said that the budget process is a very rigorous one, as it ought to begin with a vision with a clear direction.  It entails a critical planning targeted at achievable goals.  Also, Prof. Utomi noted the need for stakeholders, like civil society groups to be involved in the budget monitoring and evaluation, so that those who default would be held liable.  He commended the Anambra State Government for carrying his citizens along in the area of Agriculture, while requesting that they do not relent.

The review discussants; Profs. Osita Ogbu, Ben Osisioma and Dr. Okey Ikechukwu all commonly agreed that budget is used to achieve national priorities, and unless we get our budget right, our public finance management is definitely on the wrong track.

In his vote of thanks, the Chairman, LOC Prof. Emma Okoye, expressed so much joy at the likes of experts invited for the lecture, and the patience of everyone who graced the occasion.  He expressed hope that the outcome of the event would aid a better Nigeria, as we begin in our different levels of engagement.
